Kinect Technical Specifications

Despite being completely addicted to APB, I am still reading gaming news. The specs for the Kinect have been posted by a British retailer.

Skeletal Tracking System
Tracks up to 6 people, including 2 active players

They're really not that much to behold, to be honest. However, there is one line of information that is of interest. The Kinect tracks "up to 6 people, including 2 active players." That sounds mighty peculiar to me. What do the other four people get to do, if they aren't "active players"?

Also, why is the Kinect limited to only 2 at a time? Microsoft is just disappointing the living hell out of us this month.
